Opportunities and dilemmas coexist, and the county-level charging infrastructure urgently needs to break through the deadlock

The No. 1 central document has continuously focused on the construction of rural charging and swapping facilities. In 2024, it called for "strengthening the planning and construction of key villages and towns," and in 2025, it explicitly stated "encouraging the construction of public facilities." Policy dividends have given rise to a trillion-yuan blue ocean for county-level charging, with the potential of the third and fourth-tier cities and township markets exploding. However, with the development of township tourism and the popularization of private cars, range anxiety has intensified, and the lower-tier markets face the triple challenges of vast geographical areas, long return periods, and difficulties in service coverage. In response to the call for rural revitalization, Nanjing Nengrui and Kaitai Chi have jointly launched "Ant Station" to solve the county-level charging problem and accelerate the popularization of new energy vehicles in the lower-tier markets.

"Ant Station" light asset cooperation opens up zero-threshold win-win opportunities

"Ant Station" is an innovative charging station solution jointly launched by Nanjing Nengrui and Kaitai Chi for new energy deployment in rural areas. It precisely targets core scenarios such as county roadsides, rural public parking lots, centralized new villages, and areas with weak power grids. Different from traditional "large and powerful" public fast charging stations, "Ant Station" innovatively adopts a "small and numerous, distributed" lightweight layout. Relying on the "three zero" policy, it is directly connected to the public power grid and accessed through low voltage, eliminating the need for separate installation of box transformers, significantly improving the efficiency of the approval process. Standardized construction compresses the station construction period to 15-20 days. Coupled with the price advantage of industrial electricity, it greatly reduces long-term operating costs, forming a closed-loop business model characterized by "low investment, low risk, fast return, and sustainability".

To stimulate the efficiency of county-level stations, Nanjing Nengrui and Kaitaichi have also tailored a 160kW split-type dual-machine four-gun charging stack specifically for county-level scenarios. The single-gun output power ranges from 40kW to 160kW, which can flexibly adapt to different vehicle models and effectively solve the problem of diversified charging for vehicles in towns and villages.

Construction agent and buyback:

Zero investment leverages high returns and long-term benefits;

Breaking the investment dilemma in county areas

Addressing the common pain points of high thresholds and long payback periods in county-level charging station investments, Nanjing Energy Rui has innovatively launched a "construction and buyback" cooperation mechanism through the Ant Station platform, helping partners achieve zero thresholds, zero investment, high returns, and long-term benefits. Partners only need to provide resources such as idle parking spaces, construction qualifications, or funds to join. Nanjing Energy Rui relies on a commitment to buy back at a premium after station construction and acceptance, as well as a stop-loss mechanism, to provide risk coverage. At the same time, through full-cycle operation and maintenance support, investors are ensured sustainable access to service fee dividends, ultimately building a win-win closed loop of "resource integration - risk sharing - long-term dividends".

"The county market is a crucial battleground for the popularization of new energy vehicles, and open ecological cooperation is the core path to sharing the benefits of the county market. We hope to innovate cooperation models to enable more small and medium-sized operators to participate and share the benefits of the county charging market." Currently, "Ant Stations" have achieved remarkable results at stations located alongside provincial highways, in core townships, and in tourist attractions.

Full-process operation and maintenance support breaks down the barriers of county-level operation and maintenance

The issues of scattered station distribution in rural areas, small scale of individual stations, and weak local after-sales technical support have raised higher requirements for the operation and maintenance of charging piles in county areas. As a strategic new industrial sector prioritized by Haier Group, Kaitai Chi relies on the group's robust distribution system and nationwide resource network to establish a service closed loop that spans the entire lifecycle from "site selection to construction, delivery, and operation". As of June 2025, its service network has covered over 300 cities nationwide, forming a deep channel matrix consisting of 40,000 store resources, 750 distribution outlets, and 33 directly operated sub-centers, and has accumulated valuable experience in serving over 2 million car owners.

Leveraging the aforementioned scale advantages, Kaitai Chi provides full-chain support for "Ant Station" partners: from scientific site selection, top-level design, standardized construction, and star-level delivery, to operational support, 7×24-hour rapid maintenance, and proactive extended warranty upgrades. It systematically breaks down the barriers of county-level operation and maintenance, ensuring efficient project implementation and sustainable operation.

Small ants leverage the big future, jointly painting a new picture of thousands of towns and villages

It is reported that the first batch of "Ant Stations" will be promoted in 12 provinces including Guangdong, Jiangsu, Hunan, Henan, Fujian, Zhejiang, and Anhui. With the launch of these "Ant Stations", both parties plan to cover 1,000 townships and build 5,000 "Ant Stations" by 2025. In 2026, they aim to further achieve the scale goal of "thousands of towns and villages", with a focus on potential regions in East China, South China, and the central and western regions.

"Ant Stations" are akin to the green "capillaries" of rural areas, accelerating the opening of channels for new energy vehicles to reach the countryside. With the advancement of the "Hundred Counties, Thousand Stations, and Ten Thousand Piles" plan, both parties will work together with ecological partners to activate the county economy, inject green momentum into rural revitalization, and facilitate the coordinated development of the national "dual carbon" strategy and the new energy vehicle industry.
